The artists include legends like Chuck Berry, Bo Diddley, Fats Domino, the Coasters, Ruth Brown, Lavern Baker, Joe Turner and the Platters. The collection, which includes full details of the original label issues, is the third in an ongoing series chronicling Rhythm & Blues hits year by year. The informative booklet notes are authored by respected Echoes/Record Collector journalist Mike Atherton. A parallel series, Soul Breakout, is released simultaneously. The two series are intended to complement each other, with no duplication of tracks.

This 1960 instalment of R&B Spotlight sees the genre continuing to boom, with many of the entries also crossing over to the pop charts. Established hitmakers include Etta James (duetting with Harvey Fuqua of the Moonglows), Lloyd Price, Johnny Otis and Little Willie John, while Jessie Hill, Jimmy Jones, Aaron Neville and Joe Jones are among the chart newcomers. Group sounds remain popular with chart placings for Hank Ballard & the Midnighters, Little Anthony & the Imperials, the Olympics and the Spaniels. In 1960 you could do the Madison, the Hucklebuck, the Mashed Potatoes and (of course) the Twist. Blues hits are growing scarce, but Jimmy Reed, John Lee Hooker and Elmore James are all present. Timeless tracks include "Honey Hush", "Road Runner", "Fannie Mae", "Walking To New Orleans", "Good Timin'", "Stay" and "Let's Go, Let's Go, Let's Go".
